Vancouver City Council Passes Groundbreaking Carbon Offset Motion

Vancouver, BC – “I am elated that Vancouver City Council unanimously passed my motion today to explore a unique pilot project with Vancouver International Airport (YVR) that could offer airport users the opportunity to offset carbon emissions associated with their air travel as part of potential sustainability initiatives around FIFA 2026,” said Councillor Adriane Carr.

The initiative includes partnering with the BC Non-Profit Housing Association and possibly others in exploring how travellers’ carbon offset funds could be used to verifiably reduce greenhouse gas (GHG) emissions.

“This initiative is a win-win,” said Councillor Carr. “It could end up reducing GHG emissions in one of the most challenging sectors—older, non-profit housing—while ensuring that costs don’t fall on the residents, preserving affordability, and making homes safer during extreme weather events.”

Key elements of the motion include

  •  A trial carbon offset program for YVR travellers timed to coincide with the FIFA 2026 World Cup.
  •  Consideration of carbon offset projects that verifiably reduce carbon emissions including retrofits of older non-profit housing.

This initiative reinforces Vancouver’s reputation as a climate leader and commitment to finding creative, community-driven solutions to the dual crises of climate change and affordable housing.
