Pete Fry Calls for Immediate Review and Unequivocal Censure of Councillor Lenny Zhou’s Behaviour

VANCOUVER, B.C. — Joined by Councillors Rebecca Bligh, Sean Orr, and Lucy Maloney; Pete Fry and the non-ABC Councillors decried recently-published inflammatory and harmful misinformation at a press conference today.

The following statement from Councillor Fry:

On or around February 19, 2026, Vancouver City Councillor Lenny Zhou published a 5 minute video on WeChat to Chinese speakers. In his post, Zhou attempts to rally viewers to support his ABC party, and oppose supportive housing, which he inflammatorily characterizes as drug dens, alongside pictures of unhoused people on the street.

Zhou went on to suggest non-ABC councillors not only support drug use, but themselves are drug users and drug dealers, openly distributing drugs on the street at Christmas. Zhou’s post garnered over 1,000 approvals and 1,700 reposts.

By deliberately publishing misinformation to his viewers, Councillor Zhou has betrayed his office and the public trust, in particular for Chinese-speaking Vancouverites who might otherwise rely on him for accurate interpretations.

It’s important to note that this is not a reflection on any community, but rather a reflection on Councillor Lenny Zhou.

Zhou’s fabrication of malicious and known falsehoods designed to injure his non-ABC Council colleagues, specifically, publishing allegations portraying colleagues as ‘drug dealers’ to inflame sentiment in foreign‑language media, appears inconsistent with the Oath of Office and the City’s Code of Conduct. If true, elements of this conduct could potentially engage Criminal Code provisions on defamatory communications (sections 298–301). Short of alleging a criminal offence, Councillor Zhou’s behaviour requires immediate impartial review and unequivocal censure.
