Councillors call for stronger Human Rights Protections for Vancouver’s 2026 World Cup

Pete Fry to introduce motion at Council calling for amendments to draft Human Rights Action Plan with commitments to prevent displacement and impose measurable standards.

VANCOUVER, B.C. — Green City Councillor and mayoral candidate Pete Fry and One City Councillor Lucy Maloney have teamed up to introduce a motion calling for strengthening the City’s Draft FIFA World Cup 2026 Human Rights Action Plan by adding clear standards, measurable targets, and independent monitoring.

The proposal responds to concerns that the current draft plan lacks specific commitments, measurable outcomes, and accountability mechanisms needed to ensure human rights protections are upheld around the tournament.

“We are obliged by FIFA and our own civic responsibility to make commitments on human rights, they need to be real, measurable, and transparent,” said Fry. “The two kilometer bubble zone around the World Cup encompasses incredibly vulnerable and street-entrenched populations, we see our neighbours in Seattle decisively moving to shelter unhoused residents before the games kick off, yet our draft plan has no tangible detail on the matter.”

The motion calls for the development of a Human Rights Measurement Framework, including clear indicators, baseline data, targets, and public reporting to Council.

It also proposes stronger protections for unhoused and precariously-housed residents, including:

  • A commitment to prevent displacement without safe, dignified alternatives
  • Expanded access to low-barrier spaces and essential services
  • Real-time tracking and public reporting on shelter availability and service access
  • Documentation and transparency around enforcement interactions

In addition, the motion calls for a clear complaint and rapid response system to address any urgent human rights concerns during the tournament.

“Major events like the World Cup bring a lot of opportunity and excitement, but have the potential to bring challenges to residents and vulnerable populations, ” Fry said. “This is about doing the work up front to make sure Vancouver hosts the World Cup in a way that reflects our values and prevents harm.”

The motion Strengthening Vancouver’s FIFA World Cup 2026 Human Rights Action Plan with Measurable Standards, Reporting, and Monitoring will be introduced for debate and decision at City Council on Wednesday April 1.
